I know it's not the most accurate source, but according to Wiki, the jitterbug has been around since the 1930's or maybe earlier. But then again litterbugs are everywhere from different time eras. So, I'm assuming that the litterbug was first. Sure signs of it have been in many older b&w films, especially in the Stooge short So Long Mr. Chumps where the boys were to find an honest man for B.O. Davis as a reward for returning his oil bonds to him.

Etymologically speaking the word "jitterbug" came about in the early to mid 1930's and the word "litterbug" entered the vernacular in the mid 40's/early 50's.
