Idealistic lawyer Jack Moreno sets up practice in his old neighborhood, but finds verdicts going against his clients when he won't join the racketeering organization of the city Assemblyman William J. Grady (Thomas Mitchell), who controls all business in his section of the city. Concluding he might be able to do more good as a member of the organization, Jack compromises himself by joining Grady, and finds himself successful and an Asst. District Attorney. Principles and love for socialite Abbey Reid bring Moreno around, and he launches an independent campaign for District Attorney against Grady's candidate.

Ted Healy plays Joe "The Glut" Dwire, organization frontman with the neighborhood businessmen, who forges a strong friendship with Jack and turns his back on Grady.
